Roll Call: Council Members; Annelle Porter, Pam DeVaul, Scott Walters, Alayna Morris, Jim Friend, Staff; Mike McFarland and Linda Nicodemus, Visitor: Mike Milosevich.

 

 

 

Visitor Comments: Lake Forest Resident Mike Milosevich discussed the problems that are going on with the Homeowners Association and OMNI Property Management. Some of the promises that were made to the home owners have not been delivered. OMNI is having a meeting regarding the issues that the Homeowners have petitioned about in August and he asked if Council would send a representative. A few of the issues are the unfinished development, high grass, unfinished walking path to and around the retention pond,  requirement of only being able to make small changes without going through them. Annelle Porter stated that she understands their aggravation with Dominion and the property management company.  The Village pushed Dominion to complete the roads to specifications so that they could give them to the village and now the village plows and cares for the streets in Lake Forest. Mike stated that the EPA refers to this as an “orphaned development”.  Members of Council asked that Mr. Milosevich keep them informed.

A.      Property Acquisition: The counter offer that was received for the old chiropractic office, but not for the Ferris property. Mike felt that the Ferris Family is reluctant to put anything in writing. Council Members questioned if a phase #1 inspection had been done or what type of problems may be underground as the property had once been a truck stop.  Council Members would like to see the inside of the property and direct Mike to schedule time that the members could view possibly July 28 at 6:30 pm.

B.      Municipal Bldg – Air Conditioner Replacement: Mike stated that the compressor in one of the air conditioning units is broke. We have been given a quote to replace the unit for $4,950. Council asked Mike to get other quotes for repair.

C.      Fitch Bros. Recognition – Mr. Walters discussed the plaque to be located on the sidewalk or building of the original location of the Fitch Brothers Grocery Store. Members discussed the possibility of naming a street Fitch Brothers Way. Mike stated that Municipal Drive would be perfect for a name change since the Municipal Building moved from that location. Council directs this to be placed as an action item for the next Council meeting.

Updates: Jim Friend informed Council that on August 2 they’ll find out about the fence for the MTI storage on Main St. Andie has been sending out high grass and junk vehicle letters.

  1. Disk Golf Proposal: Council Members directed that this issue be placed on the next Council agenda as an action item.
  2. Hebron Music and Arts Festival – Portalets at Canal Park – Scott discussed the village purchasing extra portalets and two hand washing stations for the park during the Hebron Music and Arts Festival at a cost of $525. Council directs this as an action item for the next Council meeting.
  3. United Way – Born Learning Path- Mike distributed pictures and discussed that he and Linda visited the Geller Park in Heath to view their path and it’s very inexpensive and easy to maintain. During the United Way Day of Caring wants to place a born learning path at Evans Park.

  1. High St. Paving update: Mike Stated that they would begin Wednesday milling the old surface. Next week they’ll pave and then the following week the stripping will be completed. 
  2. Village Streets Paving- Mike stated the bid opening will be Thursday August 22 and if anyone had noticed the work being done this week on Hamilton Avenue by our Public Works Department. They are working to make a more stable base for the part of the street that the buses use to park on and causing damage to the asphalt. We’re adding a stronger base to that area of the street to help strengthen the street. Pam asked if the streets that were being bid had already been determined. Due to a complaint from a resident on 3rd Street in Sunny Acres regarding his trash not being picked up at his home because the street was bad. Mike stated that the streets that were included in the bid were North Ninth Street, Hamilton Avenue, Warden, Pence and Sands Drive. These were determined by the Public Works Superintendent, Village Engineers and himself. North Ninth and Hamilton are damaged and with the amount of use they get from the school buses and general heavy traffic their repair is vital. He will check out the complaint with Big”O” Refuse and check out the street.
  3. Janitorial Contract Bids- Linda describe the problems with the current janitorial service provider and that we continue a cycle of new cleaning services going bad after a couple of years. Poor cleaning that always starts great and gets worse as time goes by and security problems like a lost key. Council suggested that we change to having the building cleaned during regular business hours and this would address all the concerns as the cleaning would be monitored with no need to give them a key. Linda stated that the cleaning specifications would be revised and advertised next week with the bid opening to be on August 16, at 10:30 am. The building would be scheduled to be rekeyed at the end of August at the expense of the current janitor.
  4. Records Storage Update- Linda gave Council an update on the progress at the Record Storage building. The summer interns have done a fantastic job with identifying, organizing and inventorying all the records. By the end of the summer we’ll have a records disposal form before the Records Commission and in the fall we will complete the disposal on a one day event by scheduling a shredding truck to come to the building allowing all departments to take part in the use saving the village money. With an inventory of the records we can easily find the necessary records in a prompt manner as required by the Public Records Act. The heating and air conditioning repairs are complete and we now can meet the requirement for proper public record storage in an environmentally stable building.   
  5. Pedestrian Crossing- Mike introduced the need for a crosswalk such as they have at Granville’s pedestrian/bike path crossing on Lancaster Rd. between the Certified and the Mill. He distributed pictures and will be looking for grants and other funding methods.

 

 

 

Council open discussion

Annelle Porter: Are there requirements or peddling fees for Ice Cream trucks? Mike stated       that they aren’t going door to door soliciting. They just drive down the road and people wave to them to stop. That doesn’t require any permits in the village.

She also asked about the Crossroads manor rezoning property several months ago and if there has been any construction yet. He stated no and if someone requests rezoning and is granted that there is no way to assure that the project will happen.
