CALL TO
ORDER
Mayor
Clifford L. Mason convened the meeting at 7:30 PM.
PLEDGE OF
ALLEGIANCE / MOMENT OF SILENCE
Mayor
Mason asked everyone to stand and recite the pledge of allegiance and to remain
standing to pause for a moment of silence to remember those who serve our
country.
ROLL CALL
Those
responding to the roll call were: Councilmember Jim Friend, Councilmember
Alayna Morris, Councilmember Bob Gilbert, Mayor Clifford L. Mason, Council
President Scott Walters and Councilmember Annelle Porter. Councilmember Pam DeVaul was absent.
Police
Chief James Dean, Fire Chief Randy Weekly, Tax Administrator Mindy Kester, Administrator
Michael McFarland, Solicitor Wes Untied and Fiscal Officer Jessica Ethell were
also present.
APPROVAL OF
MINUTES
The
minutes of the June 23, 2010 regularly scheduled council meeting were presented
for approval. Councilmember Gilbert made
a motion to dispense of the reading of the minutes and approve them. The motion
was seconded by Councilmember Friend. A roll call vote was taken with all
Councilmembers present voting in favor. The minutes of the June 23, 2010 regularly
scheduled council meeting were approved.
The
minutes of the July 14, 2010 regularly scheduled council meeting were presented
for approval. Councilmember Gilbert made
a motion to dispense of the reading of the minutes and approve them. The motion
was seconded by Council President Walters. A roll call vote was taken with all
Councilmembers present voting in favor. The minutes of the July 14, 2010
regularly scheduled council meeting were approved.
VISITOR’S
COMMENTS
Mayor
Clifford L. Mason presented Mr. Mike Price with a proclamation acknowledging
him as the “Honorary Fire Chief” on July 31, 2010. Mr. Price received a helmet in appreciation
for his dedication to the Hebron Fire Department. Mindy Kester thanked Mayor Mason and the
Village Council.
DEPARTMENT
HEAD REPORTS
Police
Chief James Dean noted that this morning was the second freeway closure and
there is a need to test the plan for freeway closure.
Fire
Chief Randy Weekly noted that the monthly report was distributed. Chief Weekly obtained a USDA application for
renovation or an addition to the building.
This application is for low interest money and will fund 15% of the
total cost with a 4% low interest loan for 40 years. Firefighter Ryan Wyse received the Ohio Fire
Chiefs Scholarship in the amount of $2500 for continuing education. Also, Chief Weekly expressed his appreciation
for Mr. Price’s proclamation.
LEGISLATION
Resolution
No. 10-04,
A Resolution “Authorizing The Mayor And Fiscal Officer To Enter Into An
Agreement With Shelly Company For Milling And Resurfacing Of Roadways,” was
presented for the first reading. Administrator Mike McFarland stated that a
paving bid request was published for Hamilton, Warden, Pence, N 9th
and Sands Streets together and separately.
There is $80,000 in the budget and Hebron only received one bid, which
came from Shelly. Administrator
McFarland recommends Hamilton, Warden and Pence be milled and resurfaced for $79,667. Councilmember Friend made a motion to suspend
the readings of Resolution No. 10-04.
The motion was seconded by Councilmember Porter. A roll call vote was taken with all of the
Councilmembers present voting in favor.
Councilmember Friend then made a motion to adopt Resolution No. 10-04. The motion was seconded by Councilmember Morris. A roll call was taken with all Councilmembers
present voting in favor. Resolution No.
10-04 was adopted.
Councilmember
Porter questioned if there was money available from the discretionary license
fee and Fiscal Officer Jessica Ethell stated that there is $56,560.95 available
for limited purposes.
COUNCIL
ACTION ITEMS
Rename
Municipal Dr. to Fitch Brothers Way - Council President Scott Walters believes
it is a great idea to rename Municipal Drive to Fitch Brothers Way. Councilmember Friend agrees and would also like
to replace two street signs. Council
President Walters made a motion to direct Solicitor Untied to draw up
legislation for renaming Municipal Dr. to Fitch Brothers Way. The motion was
seconded by Councilmember Porter. A roll call vote was taken with all
Councilmembers present voting in favor.
Evans
Park Disc Golf
- Councilmember Gilbert asked what the price is for Disc Golf and Mayor Mason
stated that the cost is $3500. Councilmember
Gilbert made a motion to approve the purchase of Disc Golf supplies up to $4000.
The motion was seconded by Councilmember Friend. A roll call vote was taken
with Councilmember Friend, Councilmember Morris, Councilmember Gilbert and
Council President Walters voting in favor. Councilmember Porter did not vote in favor.
United
Way Day of Caring Learning Path – Administrator Mike McFarland wants council
to make a motion in support of a learning path at Evans Park around the
children’s playground. Councilmember
Porter asked for confirmation that there will be no charge to the Village and
Administrator McFarland stated that is correct.
Councilmember Morris made a motion to move ahead with the learning path
at Evans Park. The motion was seconded by Councilmember Friend. A roll call
vote was taken with all Councilmembers present voting in favor.
ADMINISTATOR’S
REPORT
Village
Administrator Mike McFarland stated that High Street has been milled and paved. Rookie and Administrator McFarland have been
watching the project and there have been no change orders and therefore no
added cost for the Village.
Administrator McFarland also noted that the school painted the shelter
house so Mr. McFarland wrote a Thank-you to be published in The Buckeye
Beacon. Council President Walters
mentioned that the cement at the park, under the picnic table on the north side
of the picnic shelter, is cracked.
MAYOR’S
REPORT
Mayor
Mason explained that Chief Dean has a surplus of items and requests that the
list be published in the paper. These
items are outdated and unused equipment including a scanner, copier and
keyboards. This list needs to be
published for 30 days. Councilmember Gilbert
made a motion to declare the Police items surplus and publish the list in the
paper. The motion was seconded by Councilmember Friend. A roll call vote was
taken with all Councilmembers present voting in favor.
Mayor
Mason noted that the Police Officers directing traffic during the High Street
project represented Hebron well.
Council President Walters added that a motorist’s vehicle broke down,
the Police was contacted and the Police responded with speed.
Fiscal
Officer Jessica Ethell respectfully requested that council allow her to
transfer her vacation time of 64 hours from Frazeysburg to Hebron. Ms. Ethell transferred 208.7 hrs of sick
leave and received service credit for the amount of time worked for the Village
of Frazeysburg (March 17, 2008). Councilmember
Gilbert made a motion to accept the accumulated 64 hours of vacation for Ms.
Ethell. The motion was seconded by Councilmember Friend. A roll call vote was
taken with all Councilmembers present voting in favor.
REVIEW OF
EXPENSES
It
was noted that the expenditure list had been distributed to Council and that
all items on the list had been paid.
