CALL TO
ORDER
Mayor
Clifford L. Mason convened the meeting at 7:30 PM.
PLEDGE
OF ALLEGIANCE / MOMENT OF SILENCE
Mayor
Mason asked everyone to stand and recite the pledge of allegiance and to remain
standing to pause for a moment of silence to remember those who serve our
country.
ROLL CALL
Those
responding to the roll call were: Councilmember Jim Friend, Councilmember
Alayna Morris, Councilmember Bob Gilbert, Mayor Clifford Mason, Council
President Scott Walters, Councilmember Pam DeVaul, and Councilmember Annelle
Porter.
Fire
Chief Randy Weekly, Police Chief James Dean, and Interim Fiscal Officer Mindy
Kester were also present.
APPROVAL
OF MINUTES
The
minutes of the April 28, 2010 regularly scheduled council meeting were
presented for approval. Councilmember
Gilbert noted that he was present at the April 28, 2010 Council
Meeting and asked to be added to the list of Councilmembers present. Council President Walters made a motion to
suspend the reading of the minutes and approve them with the recommended change.
The motion was seconded by Councilmember Gilbert. A roll call vote was taken
with all Councilmembers present voting in favor. The minutes of the April 28,
2010 regularly scheduled council meeting were approved as presented.
VISITOR’S
COMMENTS
Mayor
Mason presented a Proclamation to Margaret “Bic” Walters in honor of her 90th
birthday and for all that she has done as a resident of the Village of Hebron.
DEPARTMENT
HEAD REPORTS
Fire
Chief Randy Weekly reviewed the monthly run report.
Police
Chief James Dean stated that he did not have anything to add to the monthly
report that had already been distributed.
Income
Tax Administrator Mindy Kester stated that she did not have anything to add to
the monthly tax report.
LEGISLATION
ORDINANCE
04-10,-
“An Ordinance To Increase The Current Pay Rate By 2% For All Employees Of The
Village Of Hebron, To Amend Contrary And Inconsistent Ordinances By Repealing
And Amending Parts Thereof,” was presented for the third reading. Councilmember Porter made a motion to adopt
Ordinance No. 04-10. The motion was
seconded by Council President Walters. A
roll call vote was taken with all Councilmembers present voting in favor. The motion carried. Ordinance No. 04-10 was adopted.
ORDINANCE
05-10,
- “An Ordinance To Approve Current Replacement Pages To The Hebron Codified
Ordinances, And Declaring An Emergency,” was presented for the first reading. Council member Gilbert made a motion to
suspend the readings of Ordinance No. 05-10.
The motion was seconded by Councilmember Porter. A roll call vote was taken with all
Councilmembers present voting in favor.
Councilmember Gilbert then made a motion to adopt Ordinance No.
05-10. The motion was seconded by
Councilmember Porter. A roll call vote
was taken with all Councilmembers present voting in favor. Ordinance No. 05-10 was adopted.

were no action items.
ADMINISTATOR’S
REPORT
Village
Administrator Mike McFarland reviewed the agenda items for the Combined
Committee Meeting scheduled for May 17, 2010.
Mr. McFarland spoke in regard to the representative from Planet Aid
wanting to place a collection box at our facility. He noted that he had reviewed some of the
rules and regulations and the zoning department for the Village of Hebron does
not manage that under the zoning.
Therefore, if they choose to place the collection box on Kroger’s
parking lot there is not much we can do about it since it is private property.
Councilmember
DeVaul asked that Mr. McFarland please add the Hebron Business Association to
the agenda for the Combined Committee Meeting.

Mayor
Mason had nothing to report.
REVIEW
OF EXPENSES
It
was noted that the expenditure list had been distributed to Council and that
all items on the list had been paid.
