CALL TO
ORDER
Mayor
Clifford L. Mason convened the meeting at 7:30 PM.
PLEDGE
OF ALLEGIANCE / MOMENT OF SILENCE
Mayor
Mason asked everyone to stand and recite the pledge of allegiance and to remain
standing to pause for a moment of silence to remember those who serve our
country.
ROLL CALL
Those
responding to the roll call were: Councilmember Jim Friend, Councilmember
Alayna Morris, Councilmember Bob Gilbert, Mayor Clifford Mason, Council
President Scott Walters, Councilmember Pam DeVaul, and Councilmember Annelle
Porter.
Fire
Chief Randy Weekly, Police Chief James Dean, and Interim Fiscal Officer Mindy
Kester were also present.

APPROVAL
OF MINUTES
The
minutes of the May 12, 2010 regularly scheduled council meeting were presented
for approval. Also, the minutes of the
May 17, 2010 special council meeting were presented for approval. Council President Walters made a motion to dispense
of the reading of the minutes and approve them as presented. The motion was
seconded by Councilmember Gilbert. A roll call vote was taken with all
Councilmembers present voting in favor. The minutes of the May 12, 2010 regularly
scheduled council meeting and the May 17, 2010 special council meeting were
approved as presented.

ACTION ITEMS
Fire
Contract Proposal – Trustee John Slater had a family emergency and apologized
to Mayor Mason that he could not attend the meeting. Discussion followed about the proposal to the
Village of Hebron from Union Township for the 2010 Fire and EMS Service
Contract. Councilmember Gilbert likes
that the contract is set up as a multi-year contract. Councilmember DeVaul likes
that one person from each entity is talking and will revisit the proposal. Solicitor Wes Untied stated that the mutual
concern of one percent is not much to work with and does not feel that
constitutes a financial emergency. Solicitor
Untied also wants to keep in mind the mention of 55% shall not exceed 90% of
Union Township Fire Levy Funds collected annually. Councilmember Porter wants to know if the
township is able to do this with the EMS and Solicitor Untied contacted a law firm
in Pennsylvania that handles EMS situations last week and has not heard back
yet. Chief Weekly believes the 55% was
recommended by Mr. Black and passed around the trustees. Councilmember Porter stated that 5% actually
represents a $50,000 reduction and she would entertain a 58% proposal. Village Council does not want to see the
service go down and discussed that the 60% is really not the problem and that
the EMS billing is the issue. Village Council
has previously agreed that the 60% paid to the township is up to the township
to decide how to spend and Hebron does not want to reduce what the township is
giving us and what we are collecting based on what we believe is ours based on
EMS billing outside of unincorporated areas of the township. They pay 60% of
operating costs and we give them 100% of revenues collected in the
unincorporated areas of the township.
Hebron has done this many times and does not determine how the money is
used. Mayor Mason asked Solicitor Untied
if Council needs to accept or reject this proposal.
New
proposal to Union Township discussion:
- 60% /40% with haggle on EMS.
- Do not like 1% and do not
have time to set up meeting if need immediate service and need
repair. No discussion for emergency
– no choice if fire truck, etc needs fixed or replaced.
- Check if Union Township can
do own EMS Billing.
- Med 3000 charges less than the
state bid - 6.5% instead of 6.8%.
Hebron charges 6.5% also. There
is a possibility to change the administrative fees to 6.5% (Med 3000) plus
3% (Hebron).
- Multi-year contract to start
at 60% and maintain at 60% but may be room to go lower next year.
- Forget number 3 and carry on
as now.
- Go through budget 4 months
prior to year end.
- One person from Union
Township, one person from Hebron Council and the Fire Chief.
- Don’t go through this
proposal but go off of current contract.
- Union Township gets 100% of
what is collected in Union Township.
ADMINISTATOR’S
REPORT
Village
Administrator Mike McFarland mentioned that the Sidewalk CDBG grant request was
approved at a little more than $16,000.
The money will be available for 2011.
Mr. McFarland also mentioned that he told the operators to not allow people
in the vehicle while they are working. Mr.
McFarland requests that anyone wanting to ride in Village vehicles contact him
first.
Mayor
Mason presumes that Monday is on as usual and Mr. McFarland noted that he has
not heard, however Mindy Kester shared information and the parade is scheduled
for Monday and will assemble at the Legion Hall at 9:30 a.m. and then march
down to the cemetery and the service will start at 10 a.m.

It
was noted that the expenditure list had been distributed to Council and that
all items on the list had been paid.
