CANAL PARK
NEW SIDEWALKS TO BE INSTALLED IN THE EASTERN AREA OF THE CANAL PARK
IN 2015
COMMENTS NEEDED!!
In the 2015 the village of Hebron, LCATS, and the Ohio Department of Transportation will be improving a portion of Canal Park with the construction of a 5’ sidewalk that will extend from US 40 south to 2nd Street. The sidewalk construction in the park is part of a larger project to construct sidewalks from US 40 south to Chestnut Lane in the village of Hebron. An existing bridge structure in the park, parallel to former SR 79 (High Street) will be replaced with this project and connected to the proposed sidewalk.
As a result, a portion of the Canal Park will be temporarily closed during construction of the sidewalk in the park. The temporary closure is needed to ensure safety during the construction in the park. Detour routes are not available. The area of Canal Park closed during construction will be reopened as construction is finished in the park or the area becomes safe for travel. The temporary closure notices will be posted at the village of Hebron Offices and on LCAT’s website http://www.LCATS.org. We would like to receive your opinion on the proposed temporary closures.

*The Canal Park is a recreational resource which is subject to the requirements of Section 4(f) of the Department of Transportation (DOT) Act of 1966. Based on this law measures were taken to minimize the impact of the project on the function of the park. The minimization of the impacts to the function of the park property results in a determination of de minimis. A de minimis impact is one that will not adversely affect the features, attributes, or activities qualifying the Section 4(f) property.

In most states it is illegal to put electronic equipment in the trash. Mercury, lead, cadmium and other hazardous materials can leak from landfills into the water supply, accumulating at unsafe levels. Recycling electronics can recover gold, silver, palladium, aluminum, copper and other materials; however, e-waste must be recycled responsibly for the safety of people and the planet.
It is critical that we keep things like computers, cell phones, batteries, and other electronic equipment out of the landfill — not only because of the risk that toxins can leach into our water, but also to recover useful resources. E-waste recycling is vital.

Change Your Clock and Your Batteries
March 10 is the start of Daylight Savings Time, and while losing an hour of sleep may make you a little grouchy, you should use the “extra” hour to check a few things around your house that could save your life.
When you set your clock forward, replace the batteries in your smoke alarms and carbon monoxide detectors, too. You should replace the batteries in these safety monitors at least once a year; Daylight Savings Time serves as a perfect reminder to check things out.
Here are a few more tips you can follow to keep your home safe.
Tips to Prevent Home Fires
•Turn off and unplug appliances that sputter, spark or have an unusual smell. Replace them or have a professional repair them.
•Keep anything flammable at least three feet away from space heaters.
•If you use your fireplace, also use fire screens and be sure your chimney is cleaned each year.
Tips to Prevent Carbon Monoxide Exposure
•Be sure a qualified service technician checks your heating system, water heater and any other gas, oil or coal-burning appliances each year.
•Don’t heat your home using a gas oven.
•Don’t run a car inside an attached garage (even if you leave the door open)

Identity Theft: 10 Things You Need to Know

Does a security breach mean an identity theft has occurred? Does most identity theft happen online? Identity theft is a popular topic, but it’s often misunderstood. To protect yourself, make sure you understand a few key facts and what to do if your identity is stolen.
1.The Attorney General offers help for identity theft victims. The Attorney General’s Consumer Protection Section launched the Identity Theft Unit in 2012 to help victims repair and recover from the effects of identity theft. The program can help victims correct a damaged credit report or resolve unauthorized accounts. Visit www.OhioAttorneyGeneral.gov/IdentityTheft to learn more or to get help.
2.Identity theft doesn’t just happen online. The Internet can make it easier for thieves to obtain your personal information, but avoiding the Internet completely is not a foolproof way to protect your identity. In fact, some major causes of identity theft, such as a stolen or lost wallet, occur offline.
3.You can get a free credit report at www.AnnualCreditReport.com. You have the right to check your credit reports from each of the three major credit reporting agencies for free once per year through AnnualCreditReport.com. (You probably will have to pay to check your credit score.) Make sure you visit the true website, AnnualCreditReport.com, and watch out for look-a-like sites that will charge you for their services.
4.Identity theft victims should file a police report. If you are a victim of identity theft, filing a police report is an important step to take. You will need a copy of the police report to take advantage of certain rights you have as a victim, and organizations may require a copy of the report in order to help you.
5.You can “freeze” your credit report. In Ohio, you have the right to place a security freeze on your credit reports. This makes it harder for an imposter to open unauthorized accounts in your name. Each credit reporting agency may charge up to $5 to place, temporarily lift, or remove the freeze. Identity theft victims can place a freeze for free, as long as they can show they are victims of identity theft.
6.Children can be victims of identity theft. Identity theft does not discriminate by age. In fact, identity thieves may be especially interested in a child’s identity, because children typically do not try to check or access credit. As a result, child identity theft may go undetected for years. In fact, it may not be discovered until the victim applies for college financial aid, a car loan, or employment.
7.A security breach does not mean identity theft has occurred. If your information is compromised in a data breach, you may be at greater risk for identity theft, but you are not a victim of identity theft unless your information is used fraudulently. Nevertheless, you should take steps to protect yourself, such as monitoring your accounts and placing an alert or freeze on your credit reports.
8.Clicking links in e-mails could be costly. Even if a message is from someone you know, be very careful about clicking links in e-mails. They could contain viruses or malware that will infect your computer or compromise your e-mail account. Also, be aware that scammers can “spoof” e-mail addresses so that a message that appears to be from a friend is actually from a scammer.
9.The identity thief may be someone you know. In many cases, identity theft involves individuals who know each other. For example, a friend or family member may obtain your personal information and use it without your knowledge. It is important to always protect your information — even from people you know.
10.Lending your credit card is not identity theft. There is no identity theft if you give a family member or friend permission to use your credit card, even if the person charges more than you expected. Think twice before lending a friend your credit card or giving a family member access to your accounts.

Top Scams of 2012

Among the more than 30,000 complaints the Ohio Attorney General’s Consumer Protection Section received in 2012 were many reports of potential scams. They ranged from phony business opportunities or online vehicle scams to sweepstakes ploys and sweetheart scams.
The following scams — including one that cost victims nationwide more than $2 million — proved to be some of the worst:
•Sweepstakes Scams: Prize and sweepstakes scams have been circulating for years, and they continued to plague Ohio consumers in 2012. Reported scams typically began with a phone call or letter claiming the consumer had won a prize. Most consumers did not fall for the ploy, but a few sent hundreds or thousands of dollars, often via wire transfer, for a prize that didn’t exist.
•Business Opportunity Scams: During Older Americans Month in May, Attorney General DeWine warned Ohioans that elderly consumers were increasingly entering into Internet business opportunities that provided them nothing in return. In some cases, consumers paid hundreds or thousands of dollars for online business ventures that didn’t deliver. Unscrupulous telemarketers get in on the action, too. Recently, the Federal Trade Commission thanked the Ohio Attorney General’s Office for assisting with a case against a telemarketing operation that for years deceived consumers into thinking its services would help their home-based businesses succeed. The enterprises often charged several thousand dollars for tax help or customized planning but failed to provide promised services.
•Land Sale Scam: In June 2012, the Attorney General’s Economic Crimes Unit and the Miami County Prosecutor’s Office indicted 18 suspects on felony charges for running a national telemarketing fraud ring that stole more than $2 million from thousands of victims in 41 states. Since 2007, the telemarketing ring, made up of at least three different companies, targeted elderly victims and promised it would sell the inexpensive, vacant land the victims owned. These companies told victims their land was worth up to 15 times its assessed value and that they had eager buyers who wanted to purchase the land. Victims paid fees of $500 to almost $16,000 to guarantee the sale of the land, but the land was never sold. In fact, while the three companies were operating, there were never any buyers, closings, or sales.
Con Artists Favor Prepaid Cards
In 2012, con artists increasingly asked potential victims to send payment using prepaid money cards. Prepaid cards, which can be found at many retail stores, offer many of the same benefits as a credit or debit card, without requiring the user to have a checking account or credit card. They also lack the protections that accompany a credit or debit card.
The convenience and lack of regulation of prepaid cards make them a popular form of payment for con artists. A scammer may ask a victim to buy a prepaid card at a store and provide the card’s activation code. The activation code makes it easy for the scammer to access the money almost anywhere.
If someone asks you to purchase a prepaid card as the form of payment, be wary: It could be the sign of a scam.
